If you own or rent a home in Pennsylvania and you are living on a low income, are an older adult, or have a disability, this page lists the help you can ask for. Verified July 25, 2026. Two numbers open most doors. For anything to do with aging, in-home help, home modifications, or home sharing, call PA Link to Aging and Disability Resources at 1-800-753-8827, which connects you to one of the 52 Area Agencies on Aging at no charge. For anything to do with energy bills, call the LIHEAP hotline at 1-866-857-7095. If you are not sure where a problem belongs, dial 211 or text your ZIP code to 898-211.

If you are thinking about sharing your home: Pennsylvania is friendlier to this than most states, and the two biggest programs are the reason why. The Property Tax/Rent Rebate counts only your own income and the income of a spouse who lives with you. Another adult who moves in and is not your spouse does not get added to your claim. The Philadelphia Senior Citizen Real Estate Tax Freeze publishes one limit for a single person and another for a married couple, which points the same way, but the city never actually says whose income goes on the claim, so ask before anyone moves in. The Homestead and Farmstead Exclusion, the Pennsylvania FAIR Plan, PA MEDI Medicare counseling, the OPTIONS in-home services program, and the TechOWL equipment library look at no income at all, so sharing your home cannot affect them. The programs where another adult’s income does count are the ones measured against a whole-household limit: LIHEAP, the utility Customer Assistance Programs, Dollar Energy Fund grants, weatherization, the Whole-Home Repairs Program, the energy efficiency loan from the state housing agency, and Philadelphia’s Longtime Owner Occupants Program. In several of those the allowed income also rises with each person in the home, so the result is not automatically bad. One caution that applies everywhere: rent you collect is income to you, even when the person paying it is not counted. And Pennsylvania actually runs a public home sharing program, SHARE, described at the end of this page.
