Two numbers will start most of what follows. For anything related to aging, disability, home care, or a Medicaid waiver, call the Aging and Disability Services Division at 775-687-4210 or find your nearest Nevada Care Connection Resource Center at nevadacareconnection.org. For help with your power, gas, or heating bill, call the state Energy Assistance Program at 775-684-0800. Unlike many states, Nevada runs energy assistance from the state itself rather than through a network of community action agencies, so you send your application to the state and not to a local office. Weatherization is the exception: that one goes through three regional agencies, listed below.
If you are thinking about sharing your home: Nevada splits fairly cleanly down the middle here. Every property tax break Nevada actually offers, the veteran, disabled veteran, blind, and surviving spouse exemptions and the 3 percent tax cap, ignores income entirely, so who lives with you does not affect any of them. Free Medicare counseling and the resource centers are the same way. The programs that do count another person’s income are the energy assistance and rental voucher programs. Nevada’s Energy Assistance Program is the one to read carefully: it defines a household as one or more people, related or not, who live together and share a primary heating or electric source. That means the income of the person you share your home with is counted whether or not you are related to them, and it is counted at the same time your household size goes up. For repair and home modification programs, most Nevada providers do not publish their income rules at all, so confirm with the program directly before anyone moves in.

Both county assessors list only the surviving spouse, veteran, disabled veteran, and blind exemptions. Note also that Nevada's homestead declaration under NRS 115 protects home equity from certain creditors and is not a property tax reduction, which may explain part of the discrepancy. This is important for home sharing because none of Nevada's confirmed property tax exemptions look at income at all.
