If you own or rent a home in Minnesota and you are living on a low income, are an older adult, or have a disability, this page lists the help you can ask for. Verified July 25, 2026.

Two phone numbers do most of the work here. The first is the Senior LinkAge Line at 800-333-2433, which is the state’s front door for older adults and the place to start for home modifications, long-term care assessments, and Medicare questions. If you are an adult with a disability, the equivalent is Disability Hub MN at 866-333-2466. The second is your local Community Action agency, which takes the single application that opens both heating bill help and free weatherization. Find yours at minncap.org or call 651-645-7425. For anything to do with property tax, call the Minnesota Department of Revenue at 800-652-9094.

If you are thinking about sharing your home: Minnesota’s property tax breaks for veterans with a disability and for homeowners who are blind or have a disability do not look at income at all, so bringing someone into your home does not put them at risk. Neither does the free Medicare counseling from the Senior LinkAge Line, or the Minnesota FAIR Plan if you are struggling to buy insurance. The programs that do count income are the energy ones and the repair grants: heating bill help, weatherization, the CenterPoint Energy affordability discount, the Cold Weather Rule income threshold, and the free repair work from Rebuilding Together Minnesota all measure your whole household against a limit set by household size, so another adult’s income counts. The property tax refunds and the deferral for older homeowners sit in between. They use a definition of household income that the Department of Revenue sets out separately, and we could not confirm how it treats an unrelated adult living with you, so ask before anyone moves in.
